State Tasks for Partnership Exchange
Manatt Health Solutions, with support from the State Network, has prepared a high level summary of the tasks that states must accomplish to achieve certification of a State Partnership Exchange for Plan Management and/or Consumer Assistance. These tasks closely track the Blueprint for Approval of Affordable State-based or State Partnership Insurance Exchanges, with detailed annotations of tasks directly from the Blueprint.
Assessment of Current Coverage Programs and Future Options
This template, prepared by Manatt Health Solutions, is intended to assist states in evaluating the options with respect to transitioning certain Medicaid and state-funded populations and programs into a post-ACA coverage environment with Medicaid eligibility for non-disabled adults under age 65 (potentially) expanded to 133% of the FPL and tax credits and cost sharing reductions available to individuals between 133% and 400% of the FPL (or between 100% and 400% in a non-expansion state).

Analysis of Federal Statutory and Regulatory Eligibility and Enrollment
The following chart, prepared by Manatt Health Solutions, with support from the State Network, summarizes the federal statutory and regulatory eligibility and enrollment requirements for Medicaid using the Modified Adjusted Gross Income (MAGI) methodology, CHIP, Non-MAGI Medicaid, Temporary Assistance for Needy Families (TANF), Child Care Assistance Program and Supplemental Nutrition Assistance Program (SNAP).
Howard Testifies Before Congress
Heather Howard, director of the State Health Reform Assistance Network, testified before the House Ways and Means Subcommittee on Health on September 12, 2012, as part of the Congressional subcommittee’s hearing on Implementation of Health Insurance Exhcanges and Related Provisions.

On September 27th, 2012, the National Governors Association (NGA) partnered with the State Network to host a webinar for state officials highlighting the Medicaid Expansion Analysis Tool in order to aid officials in their own state analyses.
State Network Presentation at NAIC Western Zone Meeting
Chad Shearer, Deputy Director of the State Health Reform Assistance Network, presented at the National Association of Insurance Commissioners (NAIC) Western Zone Meeting held September 22, 2012 in San Antonio, TX. The presentation gave an overview of the State Network and tools developed by the program specifically for insurance regulators.
Exchange Implementation Workplan
November 16th, 2012 is the deadline for submission of the Blueprint application that certifies states to operate a State Based Exchange (SBE) or State Partnership Exchange. In order to aid states in achieving SBE certification, Manatt Health Solutions with support from the State Network, developed this document which identifies critical SBE implementation tasks.

This worksheet and considerations table can serve as a guide for states considering their own Medicaid expansion analysis. The Supreme Court’s decision inNFIB v. Sebelius did not change the underlying Medicaid expansion provisions of the Affordable Care Act (ACA), but did remove the ACA’s enforcement authority for states choosing not to expand.

In order to assist states in accomplishing tasks related to insurance market reforms and certification and management of qualified health plans, the Georgetown University Health Policy Institute has developed a toolkit for insurance departments.
